The advent of the automobile changed society's expectations for road maintenance.  As evidenced by the several letters found in the Holden materials, the State played a major role in both funding and providing oversight.  Whether Clarendon was simply struggling to keep up with those changing expectations or was resistant to those new expectations is not known.
