This 1911 letter speaks to a timeless issue but the letter itself is somewhat remarkable in its eloquence coming from what was then 15 year old teenager Frank. M. Tubbs (1895 - 1968).  He was likely working as a farmhand in the neighborhood and prevailed upon Percy Stafford (1881 - 1957) who lived next door to the dog's owner Albert Bixby (1836 - 1917) to deliver the letter to the Selectboard. 

We don't know what kind of dog it was but from the 1906 dog license list we have, we do know Albert Bixby was licensing his dog.  The cover photo is a generic vintage photo of what looks like a friendly dog taken in 1911.
