Shown here is the Flag of the Vermont Republic 1777-1791, the 14 year period that Vermont was an independent republic.  The 13 stars represent the 13 colonies.  At the time the Continental Congress refused to recognize Vermont due to the then conflicting claims against Vermont by NY, NH, and Quebec. The flag is also know as the Flag of the Green Mountain Boys and as the Bennington Battle Flag.  It is still used as the regimental flag of the Vermont National Guard. 

Vermont's 1777 Constitution was the first to grant universal suffrage to all men regardless of property ownership. Those eligible to vote were recorded on Freemen's Lists.  The original Constitution and Oath read as follows:

Every man of the full age of twenty-one years who is a citizen of Vermont, having resided in this State for the period established by the General Assembly and who is of a quiet and peaceable behavior, and will take the following oath or affirmation, shall be entitled to all the privileges of a voter in this State:

You solemnly swear (or affirm) that whenever you give your vote or suffrage, touching any matter that concerns the state of Vermont, you will do it so as in your conscience you shall judge will most conduce to the best good of the same, as established by the Constitution, without fear or favor of any man. 

What follows below are the men who took the Freemen's Oath in Clarendon up through 1806.  It is probable that the first 392 names listed is a re-compilation from earlier sources in that they are not dated whereas starting with entry #393 in 1790 through 588 in 1806 they are dated.  This list can be found online at FamilySearch.org in the Clarendon records under Land and Property, Land Records 1755-1938, Film 28088, slides 559 thru 563.
